The purpose of this paper is to present a statistical analysis of an English proficiency test for the first-grade students at Hakodate National College of Technology in 2003. Their English performances have not ever been evaluated definitely and objectively. This research was aimed at measuring their proficiency in English in terms of the following skills, such as vocabulary, idioms, grammar, sentence structure, reading comprehension, and listening. A placement test administered by the STEP (Society for Testing English Proficiency) Inc. was employed in this investigation in order to examine their English level with an objective test. The results and analyses reveal that more than two-thirds of them seem to have the performance of 3^<rd> grade at the STEP test, while they tend to have difficulty in sentence structure. It should be added that it will be necessary to have them take the same proficiency test at the third grade so that we will confirm whether or not their abilities will be improved for three years.
