For 80 kg/mm^2 class high strength steels, an investigation was carried out on metallurgical factors controlling notch toughness in HAZ, especially on the effect of cementite on notch toughness. The quantities of cementite in HAZ decreased with slower cooling for peak temperature of 1350℃. And the quantity of cementite seemed to be dependent on the carbon content of the austenite adjacent to the austenite ferrite interface. Transition temperatures in HAZ were related to the quantities of cementie. This seemed to imply that the quantity of cementite was an important factor for controlling notch toughness. Notch toughness in HAZ could be briefly evaluated by summing up the contribution of each main metallurgical factor the quantity of cementite, the effective grain size and hardness.
