Theory of the c-axis conduction in graphite intercalation compounds was proposed by Sugihara and by Shimamura. Though two theories apparently seem to be different, the underlying physics is the same. In this article the previous treatments are largely revised and extended. To account for a maximum of ρ_c vs T curve observed in some low stage compounds, a new mechanism is introduced and a comment on the semiconductor-like T-dependence of ρ_c in high stage GICs, is presented. An expression of the c-axis thermoelectric power is derived in connection with ρ_c in the low stage compounds.
