A new approach is proposed xvl'xicla enconapasses the dynanaical n'reaua field theory (DNIFT)for stroutgly correlated electron systeuns and the self-cor'nsistent renortaualizatiota (SCR) theory ofspin flucttrations. The latter is incorporated into DIVIFT 218 a O(I/d) correction, xvhere dis thespatial diuaaensionality, btnt in a phenounenological way. Tlae D[VIFT is completely recovered xvhenthe effect of spin fltrcttration is ornitted, whereas the properties at the qtrantttraa critical poiuat(QCP) is the same as the SCR theory. An exazauple of calctrlation is presezated for the singleband Htrbbard naodel and the nor'x-Fertni liqttid behavior is denaonstrated at QCP.
