Starting from Chern-Simons form in odd dimensional space-times, we obtain scalar pregeometric action by picking up a specific type of solution, i.e., pure gauge solution, of classical field equation. Then we see that quantum fluctuations over matters give rise to the Einstein-Hilbert action. This model suggests a close relationship between topological field theories and pregeometry.
