We investigate the role of mass term in both 3D Chern-Simons theory and generalized Chern-Simons theory in arbitrary dimensions. Mass term makes these topological theories dynamical without kinetic term. This phenomenon will be important for understanding the spontaneous symmetry breakdown of TQFT's, and high T_C superconductivity.
