It is pointed out that the multiperipheral model with pion bridges proposed by Amati et al. may be inconsistent with the experimental results of cosmic ray jets. In this note a new linked heavy particle model is presented to interpret various features of multiple particle productions at very high energies. The multiplicity and the other important parameters of multiple particle production are obtained through the semi-kinematical calculations, under the assumption that the invariant four momentum transfer squared is constant for any part of the links. Discussions are, in particular, given on the fluctuations of the multiplicity and the forward-backward asymmetry of produced particles. The results may be consistent with recent experiments.
