The onset of superfluidity in thin superfluid fims is discussed in terms of the Ginzburg-Pitaevskii equation. The theory is constructed in parallel with the Langer-Ambegaokar theory of the intrinsic resistive transition in superconductors. The saddle-point fluctuation is con-sidered, but fluctuations of quantum origin are not included. The intrinsic flow conductivity is calculated. The present theory shows that the onset thickness, d_c, is proportional to (T_λ-T)^<-2/3>, in quantitative agreement with experimental results, T_λ being the lambda-point of superfluid helium. When d gsim d_c, we obtain an expression for the flow conductivity σ´ of the form σ´=σ_c´exp[4/ξ_c(d-D_c)] where ξ_c is the characteristic length proportional to T(T_λ-)^<-2/3>,σ_c´ the critical value of the flow conductivity.
