There are various arguments seeking new images for the museums as the 21st century is just around the corner. Now, Japan is struggling with the Heisei depression. As a result, a lot of museums established by local governments seem to be in the face of the fate, though it was called "the kingdom of museums" once. On this occasion, the Life-long Learning Council submitted a report to abolish a regulation on the fixed numbers for public museum workers based on abolishment and relaxing regulations by laws and ordinances for local public bodies. The National Institute for Research Advancement issued a study report, "Art Management and Cultural Policies", at the same time. Japanese museums have certainly had many difficult problems to solve. They are also left in the defective situations compared with Western counterparts. The museum workers scattering all over the country, however, keep going ceaseless efforts for steady activities, aiming "better museums" with enough awareness of the hardships. As the participants of museums, we are really disappointed at those reports, because they are too superficial to understand realities of the job sites. The weak points of Japanese museums have brought about discrepancies of all sorts, since exisiting "the Museum Law" does not cover the facilities founded by national, public, and private bodies as a whole. We would like to propose that "the Museum Law" be reformed to wrap all museums rather than to find faults with minor articles and clauses.
