As lifelong learning has been promoted with increasing vigor in recent years, museums have become increasingly important vehicles for its promotion. We looked at what means are available for museums to increase the number of users, in other words, to "draw customers". Our recommendation is to give positive permission to visitors to take photographs in display rooms. Japan is feared to be behind Europe and the United States in this respect. This study, inspired by such a motive, is an investigation of whether history museums permit photography in display rooms and a subsequent exploration of their ideal form. Questionnaires were sent to about 160 museums across the country, asking whether they permitted photography and reasons. Upwards of 70% responded yes, but permission was restricted to photography for public purposes only. Many did not allow ordinary visitors to freely take photos. When asked about the reasons for banning photography, two issues surfaced: one is the matter of protecting the materials and the other related to those loaned or entrusted. The possibility of dealing with these problems in many cases was indicated methodologically or experimentally. In the final analysis, the raison detre for a museum is availability to users. Increased freedom to take photographs in exhibition halls could lead to an eventual increase in the number of visitors. If more people are to come to museums, a positive approach to museum management is needed, not to mention permission to take photographs. Now, museums are expected to provide visitors increased access to materials.
