In January 17,1995. The violent damage to the constructions from the Great Hanshin Awaji Earthquake was by far severer than we had expected. This large-scale earthquake which occurred directly underneath the Hanshin region was the hardest one that the modern city had ever experienced. It caused great damage to a large majority of piers, including collapse of Hanshin expressway at Fukaeminami-cho, Higashinada-ku, Kobe. Especially the harm to piers made by reinforced concrete was immense. Among them the damage to a lot of piers with one foot was so huge that it was impossible to restore most of them to their former condition. The purpose of this study is to make the BASIC-program to diagnose resistance against earthquake shock of RC pires, based on the Road-specification (Earthquake-proof Design edition). In this thesis we explain about the program of the system and study about examples of the application of it to the piers that exist.
