Brief introduction about the character of the Institute as a central establishment for nation-wide collaboration is given. A history of FIR research activities for plasma diagnostics is reviewed. Present activities fall into the following three categories : FIR interferometry, FIR spectroscopy, and scattering experiments. R-project, to which the most of FIR works will be directed, is described; objectives and present status.
