In 1998 the Research Group for Evaluating the Effectiveness of Cancer Screening Programs in Japan reported that the effectiveness of breast cancer screening by clinical breast examination has not yet been demonstrated epidemiologically, and recommended the introduction of mammography.However, high quality is required for mammography screening to ensure not only reduced mortality from breast cancer, but also protection from radiation. We have drawn up guidelines for quality assurance in mammographic screening programs in Japan.We have described the key organizational aspects, including identification of the target population with screening age groups and appropriate intervals, mammography facilities that will be involved, screening examination processes, the issue of informed consent for eligible women, quality maintenance, training for radiographers and interpreting physicians, and a suitable reporting system.We anticipate that the guidelines will be beneficial for mammography screening in Japan from the year 2000.
