In our small town with a population of less than 4, 800, we have been able to realize a gradual improvement in breast cancer screening rates by conducting educational activities/programs, and by long-term maintenance of a screening system. These improvements are : 1) promoting and strengthening the activities conducted by regional organizations ; 2) giving individual notice to screenees ; 3) combining breast cancer screening with other means of screening ; and 4) accomplishing cancer screening during physical examination at the workplace. The screening rates have improved from 17.3% in 1975 to 27.5% in 1980, 66.1% in 1985, 73.4% in 1989, and 80.1% in 1994. Promotion and strengthening of community group activities is effective for educating the citizens about healthier ways of living. Furthermore, it is effective for preparing a screening system to meet their needs, as described in items (3) and (4). Particularly, it has improved the screening rate by providing an environment in which screening is easily available, since more and more women now have jobs.
