Recently, in Japan, the terms such as"Safety/Security"are often found in a variety of media, books and documents, This study examined the trend in the use of these terms by the search of three major Japanese newspapers; Asahi Times, Yomiuri Times and Mainichi Times. Additionally, the trend in the use of these terms in the book titles published in Japan was also investigated by National Diet Library database and other ones.<BR>As a result, remarkable increase in the use of these, terms in the newspapers and th e book titles was found from 2002 to 2004. Basically,"Safety"is an objective concept that indicates the condition in which risk is well controlled and hazards usually do not come up, while"Security"is a subjective intellection that means the sense free from anxiety, and, to obtain"Security" based on"Safety", safety-nets such as social assurance or trust formation are essential. Furthermore, the sense of"Security"may sometimes result in the deterioration of the level of safety due to unguardness or overconfidence. Such relationship of safety with security should be taken into consideration when we intend to establish safety education based on the coexistence of"Safety" with"Security".
