Due to the serious worldwide economic recession, the disemployment of dispatch workers or contract workers has been on the rise and the future employment situation is also expected to be significantly difficult. It is important to furnish an unemployment benefits system, but job training for the unemployed is more significant. The major problem is in what scheme we should develop for effective job training with a limited budget to lead the unemployed to their future career development. The current trend is a restructuring of employment ability development institutions and of prefectural vocational training centers that are the leaders of Employment and Human Resources Development Organization of Japan, due to the financial difficulties, which have been degrading the status of public vocational training. Consideration of the balance of payments has been preventing serious review into the details of job training content. It is also in question how to structure evaluation schemes in a broad sense by starting the measurement of curriculum and training effects. There are not many systematic writings regarding the financial condition of public vocational training.
