Information technology,such as the Internet and mobile phones,has rapidly developed and expanded,and the IT industry has witnessed grown remarkable growth. Regarding employment,information and communications is a highly promising sector which will continue to grow,as are the medical and welfare sectors. However,job creation in the industry is concentrated in large urban areas,particularly in the Tokyo metropolitan area where corporate headquarters and governmental agencies are located. Nevertheless,employment in other cities is growing in certain sectors such as mobile phone related fields and call centers,although companies in higher value-added fieds such as software development and content creation have not moved into local areas. Ways of encouraging firms in growth sectors such as information communications to set up in local districts and create jobs there are discussed in this paper based on case studies nuder taken in Fukuoka and Oita cities using macro-statistics data. The following tasks need to be tackled:ⅰ)identify the potential for demand of IT related to electronics by local governments and regional medical networks,and create ways of offering business opportunities particularly to IT companies in those outlying regions:ⅱ)develop a business model applicable to local districts,such as developing and operating a portal site to collect advertisements nationwide:ⅲ)use input-output analysis,develop industry assistance,and promote businesses and industrial establishments considering ripple effcts:and ⅳ)consider actively employing a number of system engineers who wish to return to their hometown for personal and family reasons after working at large IT companies in the city for some time.
