We discuss main three tasks on a large-scale network, the core network, capable of providing multiple overlay networks for various communication services including the Internet. As the core network should provide overlay networks, the network should be built as a capsulation network. The three main themes addressed here are, (1) Method to en-/de-capsulate, which is applied to edge nodes of the network, (2) Routing architecture that can suppress routing table size of all routers set inside the core network, and (3) "New IP packet" which extends IPv4 address length to 48-bits. The second theme is very necessary to support the Internet which is now suffering from the continuous growth in the size of the routing tables of Internet routers.
