It is well acknowledged that the Internet crisis of impractically large routing tables will continue to grow, and soon will make the Internet inoperative. We consider a report that discusses how to resolve the routing table size problem by ID/locator separation, and address its problems. Next, we describe how to build a network uses IP encapsulation to realize ID/locator separation, and a trial proposal to revise ITU-T Y.2015 to realize ID/locator separation using IP capsulation, following Y. recommendations.. We decrease the number of items in the routing table by capsulating packets where the IP addresses belong to a small IP address block. Because we adopt the capsulation method, we propose that the Internet will be build as a VPN. We introduce Node address server (NAS), which inputs node address and outputs core address for encapsulation, somewhat similar to DNS. This will solve the routing table problem and allow end users to use the future Internet in the same manner as they do now. Multi-homing, the end user connects to plural ISPs, will be possible. Current ISP-networks can be replaced, one by one, with VPN-based ISP-networks. Furthermore, VPN can use a VPN provided as a virtual network.
