Considering that a virtual network of communication service is made of both long distance logical communication circuits and communication nodes, such as terminals, access networks, servers and so on, we describe how to introduce the "service-over-core network" as a communication network framework that enables the provision of virtual networks. We also describe three priority controls, i.e. entry priority control, internal priority control and exit priority control, and a port filter that enhances the usability and security of communication services. We show how a communication service can change the structure of its virtual network by itself, and provide a consideration of user-controllability, described in the New Generation Network Architecture AKARI.V.2.0 conceptual design. We think that the service-over-core network achieves the functions essential for establishing the meta-architecture, reported in the AKARI V.2.0 document, that will provide multiple virtual networks for communication services, including services under tests.
