In this paper, we intend to refine the organizational change theory regarding Non-Profit Organizations (NPO) by including the standpoint of organizational institutionalism (an institutional theory of organization). In order for an NPO to survive, it is necessary to ensure its legitimacy through compliance with institutional rules. On the other hand, an NPO must transform its organizations in order to secure funding. However, such compliance and transformation can come into conflict. In other words, an NPO may lose its legitimacy if it focuses too much on building up funding. To solve these problems, we considered transforming NPOs using the concept of institutional entrepreneurship. The result of this consideration was that we found that for NPO's activities to continue, it is necessary not only to transform their organizations, but also to change their institutional environments. From this perspective, we have analyzed in detail a case study on the NPO Kiryu Area Intelligence Network (NPO: KAIN).
