The revision of Governmental Curriculum Guide on 2011 shows importance on material formation of knowledge base on human education (die materiale Bildung), that was partially ignored by the previous Governmental Curriculum Guideline. The importance of intellectual abilities development (die formale Bildung) that was overwhelmingly stressed on previous guideline is weakened. The balance between material formation and intellectual abilities is emphasized. This seems that the Ministry of Education and Science had reviewed the failure of the infamous previous curriculum guideline so called "Yutori Kyouiku" that neglected the material formation of knowledge base on student. We took the teaching of "atomic theory" on primary school for example and analyzed the influence of this revision on primary school natural science text book. We also point out the problems of misconception derived from the very nature of the Governmental Curriculum Guideline. The Governmental Curriculum Guideline strictly limit the basic abstract concepts of natural science that should be taught in school text book. Therefore school text books are written by circumventing the use of basic and key abstract concepts that is required for the theoretical understanding of natural phenomena. It is reasonable to restrict the over-usage of abstract concepts in early stage of education. The problem is that the restriction of concepts are decided by the committee of non-professionals. The good intention to simplify and promote the understanding of pupil ends in contradictory result, in the deteriorating educational level in general.
