The period of 1990s saw the increasing disparity between the rich and the poor on our planet through the speedup of globalization. The HIPCs (Heavily Indebted Poor Countries) have been kept shouldered with huge debt burdens and forced to cut social service expenditures such as education, primary health care, safe water supply. But we saw some initiatives of debt reduction for HIPCs have started by G7 Summit Meetings and Paris Club as well as the World Bank and IMF very recently. The paper firstly reviews the status quo of socio-economic crisis of HIPCs, and the short history of debt reduction policies and measures taken so far by G7 and Paris Club. Secondly, the paper analyzes the policy framework and the prospect of the relief measures of HIPC Initiative introduced by the World Bank and IMF since 1996, and raises some questions on their policies. Thirdly, the paper focuses on the debt cancellation campaign couducted by international NGOs including "Jubilee 2000." Lastly, the foreign assistance policy of Japan for HIPCs especially in Sub-Sahara Africa is recommended to change toward the combination of grants and NGO activities instead of yen-denominated loan assistance aimed at "self-help"development which seems unsuccesful in the low-income countries, though successful in East Asia.
