The ten years of 1980s for the third world are known as "the lost decade" because of the debt crisis and the affections by the policies introduced. These policies have been influenced by the International Monetary Fund and the World Bank. While the former has not enjoyed a good reputaion in the third world owing to its demand curtailment-oriented conditionality, the role of the latter has been considered to be growth-oriented with its structural adjustment policies. Nevertheless, not a few countries in the third world are suffering from the miserable performances in the socio-economic development. This paper addresses major policy issues associated with the structural adjustment policies proposed by the World Bank and their repercussions on the social development and the wellbeing of the people in the third world. The first chapter focuses on the following key aspects of the strucutual adjustment policies of the World Bank : (1) Stabilization by the IMF and stuructural adjustment by the World Bank (2) structural adjustment policies, market mechanism and government intervention (3) relation between structural adjustment and social development (4) macroeconomic stabilization policies (5) strengthening of market mechanism (6) ownership reform of public enterprise and the role of the government (7) speed and sequencing of structural adjustment policies In the second chapter, examined are social development policies of the World Bank and special attentions are paid to the items such as : (1) abbreviations of poverty (2) preservation of environment (3) public health and medicare And lastly, concluding remarks are given with the respect to the action programme proposed at the United Nation's Summit for Social Development held at Copenhagen in March 1995.
