This study addresses ethical dilemmas that social workers confronted in their practices in social welfare offices, particularly in the Tokyo and Yokohama area. This qualitative research focuses upon the social workers' experiences in their job situations using grounded theory, which is the discovery of theory from data that is systematically obtained from social research, utilizing a constant comparative method of analysis (Glaser and Strauss, 1967). This paper contains four sections that address the findings. First, this research explores what ethical dilemmas workers incur. One ethical dilemma is related to the worker's authority; the conflicts between client's self-determination and worker's professional judgement. Another dilemma is related to the delivery of resources; the tensions between client's needs and organizational requirements. Second, this research presents that the ethical decision-making processes of social workers practicing in agency settings are affected by organizational elements, resources, and clinical elements. Third, social workers feel that bureaucratic organization constrains their practice. Many social workers feel the need to exercise wide discretions. This paper describes the social workers' discretions as administrative, professional, and personal, all of which are interrelated. Finally, this paper presents the need for a viewpoint on the ethical responsibility of the worker-client relationship, to generate ethical models to inform social workers as they make ethical decisions in practice.
