In 1986 Vietnamese communist government had decided to take the Doi Moi (reform) policy that means a transformation of the planned economy into market economy and a open door policy. The government became a member country of WTO in 2007 as taking open door policy and joining to globalization. Catching up to the level of the international competition ability, the government took the High-Tech Park policy. They extend High-Tech Park concept and call it "Hi-Tech City". The government has been building Hoa Lac High-Tech Park in Hanoi City and Saigon High-Tech Park in Ho Chi Minh City. The latter's key tenant is the Intel company. These High-Tech Parks are a part of science city or National Innovation System. National Innovation System, global financial center and Englishedization of service and soft industry compose of global city regime. In building Hoa Lac High-Tech Park by the Vietnamese government, the official development assistance (ODA) of Japanese government and Japan international cooperation agency (JICA) have a critical role. In this paper I have made clear the revision process of master plan of Hoa Lac High-Tech Park and the role of Japanese government and Japan international cooperation agency (JICA) in that process.
