This paper introduces an economic viewpoint on disaster mitigation policy, especially on reinforcement of vulnerable structures that are owned privately. There are three types of policy method for the promotion of reinforcement; 1) raising a probability of disaster that is recognized by the owner of the structure, 2) decrease the cost of reinforcement, 3) increase the cost of non-reinforcement. The main conclusions are as follows. First, awareness raising is unlikely to be an ingenious strategy since the chance of being killed by earthquake is relatively lower than that by other risks like a traffic accident. Second, the reinforcement policy should be correspondent with existing policies and social system, otherwise it would not be feasible. Third, effective and feasible policy should be a package of the several different methods, from mandate to incentive methods such as penalty on non-reinforcement to subsidy for reinforcement.
