In 1926 "the Council of the Preservation of Rural England (=CPRE)" was found in England. It aimed to construct the ideal landscape in which the unison between traditional and modern values was to be idealized. This paper mainly indicates the similarity of notions between D.H. Lawrence in The Rainbow and CPRE. CPRE strongly promoted the campaign against the destruction of Rural landscape in England after the Industrial Revolution. However their campaign was crucially different from that of the previous anti-industrial campaigns such as the National Trust. CPRE tried to show not only the nostalgia that Old English rural landscape was vanished but also the future landscape that could incorporate modernity in the traditional landscape. They also envisaged national campaign. It meant the needs to educate English people comprehensively to make them "the landscaped citizens". It was associated with the aesthetic ideology. Ursula in The Rainbow wants to stand up on the summit of hill and to see beyond it. It is particularly characteristic of forming "beautiful" English landscape. In the event she tries to get the "Bird's Eyes" to see the English landscape "properly" and constructs her own landscape. It reminds us of topography. Her act is fit to the purpose of CPRE. Ursula's wandering, so called, becomes the search of the English landscape.
