Currently, a post filtering or a loop filtering is used to reduce a block artifact of decoded picture. To optimize such processing, estimation of block artifact is required. Some estimation methods have been proposed. However, these methods have limitation. One method requires a reference picture and another method gives a relative value. Therefore, we propose the estimation method which gives absolute results without reference picture. This performance is very important to avoid a surplus de-blocking processing. To achieve this, we take ratio of inter-block differences and intra-block differences. To evaluate the performance of estimation methods, we use the pictures which have linear artifacts. The proposed method gives absolute and linear results.
