Over these 10 years, Japanese governments, mostly the ministry of social welfare and labor, have continued trying to stop the decline in the number of births, but there has been no good change in the situation. It gets even worse, because the measures the governments have established to deal with the effects of a decline in the number of births are only helpful to a few working mothers and leaves out the most mothers, full-time housewives "sengyo-shufu". As a result, the birthrate of Japan keeps declining. The support for the full-time housewives to raise a child is still lacking, even though there are four times more full-time housewives than working mothers in Japan. From this failure, Japanese governments have learned to widen the support for raising a child to full-time housewives. Under the Law for supporting the next coming generation, enacted in 2005, both local governments and companies take duties to declare their positive actions for supporting mothers raising next generation. This means that they take the responsibility as a community or a society which are smaller and more familiar groups than a nation. It helps to create better environments for raising a child in practice. From 2000, the policies for action of welfare have shifted from nation to local governments and that reflects more needs from individuals. Now we would like to introduce the process of how a local community struggles in developing public welfare systems for nursing a child. Takefu-city is one of the examples and we would take closer looks with the descriptions written from the point of one father's view.
