• Standing at the beginning of the Age of North East Asian Region, it is the time for us to look forward to have the perspective of the regional cooperation in the region. The Japanese economy restarted from nothing after the defeat in the Second World War to become an outstanding economic success. Post-war era has been the period in which the Japanese have overcome hardship and pursued economic recovery to build Japan's late 20th century socio-economic system. However, Japan has reached the limit of the 20th century system. It must now break through the frontiers of the system to develop a new regional cooperation system. This new system needs to be based on two realisations. First, the system should not be confined to the national level, but should rather extend itself on the regional basis. Only if the Japanese socio-economic system has an organic link to the regional system, with interdependent relations established in the NEAR, can both systems coexist. Rather than these vertical, hierarchical relationships between the systems, the 21st century in the region should be based on a horizontal relationship between the Japanese and NEAR region in the broader world system. The second thing we have to bear in mind is that a new conception of the socio-economic change is required that focuses not on 'growth' but rather on `development'. In other words, in order to operationalise a long-term 'sustainable development' within the macro economic framework of the global economy by which is taken place the traditional long term macro economic framework, we must upgrade its quality instead of relying on the 'maximisation of quantity'. There is still considerable pressure on contemporary civilisation to move in the direction of quantitative economic growth. It seems to me that the North East Asian region aims at economic expansion of this kind. Economic growth to free the population from depression, unemployment and poverty is advocated everywhere in the NEAR. Two things are necessary to realise 'sustainable development'. First, change in priority from economic growth to economic development. Secondly, the transfer away from quantitative maximisation of production and consumption and life & Social style towards qualitative change in the region.
