Now, Northeast Asia (NEAR) has been establishing the new economic base in the history of World Economic System and is aiming at a new development path in the 21st century. In the latter part of the 20th century, Asia has attained an extremely high economic growth that is called the Asian miracle. In the latter part of the 1990s Northeast Asia was exposed to the difficulties of the Asian economic crisis, but it has now renewed itself and entered into the global world in the 21st century. Thus, Northeast Asia in the 21st century is entering into an age of new regional development. In this respect, we make an approach from three viewpoints concerning the development way of the new civilization of the Northeast Asia, such as Japan, Korea, China etc. in the region. Firstly, the endogenous development must be made based upon the power of the community. It can be accomplished by respecting the continuity of respective regional socio-economic systems and making use of the powers within the regions. In this respect, it is very important that the inner resources include not only those of the regions but also those obtained by making the best use of resources coming from the outside. It is required here to draw the scenario of the possibilities and the endogenous development. Secondly, this development plan must be sustainable and we must take care not to waste various resources of the region as well as those of other regions, and not to put a load on the environment. Thirdly, we must take into consideration the meaning of the IT revolution. IT has much influence upon the course of regional social development as well as politics, economy, society and further cultures and civilizations beyond the technological changes in the path of development. At this juncture, it is our task how to bring IT into the construction of NEAR economy. The formation of order in Northeast Asia in the 21st century is not only establishing strong economic ties. Each region, corporation and individual should become the pillar of regional cooperation, as a participating entity and try to exchange views on the citizen level. Thereby a common social space is created. In regional international cooperation, social cooperation is a form of cooperation co-existing with economic cooperation and is gradually realizing a common value space by sharing a variety of Northeast Asian cultures and aiming at exchanging views. That means the reorientation of Socio-economic development of Northeast Asia in the context of World Economic development.
