The societies and economy of North East Asian Region (NEAR) are going through such major changes in the 21^<st> century that a new industrial civilization is about to be constructed. The NEAR economy is currently showing strong growth, developing fresh perspectives and establishing new dynamics. The modern world system understood the world from the viewpoint of Western Europe and modernization meant entering into the West European system. In that sense, the modern era was nothing but the development of Euro-Centrism. The reorganization of the world order after World War II with the United Sates as the core (Americanism) is also an expansion of the current of Euro-Centrism. From this perspective, NEAR is in the Far East, which is peripheral to the Western World. The industrialization that engendered the formation of the modern world is generally considered to have started its history in England at the end of the 18^<th> Century. In other words, industrialization began with the Industrial Revolution in England and then expanded to the rest of the world. Eventually, industrialization built the world economic system. This is the first stage of the industrial revolution or the first industrial revolution. The second industrial revolution was the development of the industrial system in the 20^<th> Century world economy. This system was formed as a world order with the United States at its core. This meant that the American World, which can also be called advanced industrial civilization, came to be preeminent in the world system and control the world economy. Now a new industrial innovation, which can be called the third industrial revolution, is steadily progressing and expanding internationally. This wave of innovation is not simply limited to productive activity but extends over a wide range of activities, including research and development, design, and responding to consumer needs. Research and development activities and creativity in contemporary industrial society is developing in a close relationship with the industrial economic system. The industrialization pattern of the world economic system in the 21^<st> century can be found in the third industrial revolution. After the second industrial revolution, new patterns are developing with information technology (IT) as their basis, and with this new industrialization, a global industrial reorganization is in progress. What is noteworthy here is the relationship between economic development of the NEAR region and changes in the global economy. NEAR has shifted away from nation states toward industrial networks that go beyond national borders. As it builds new regional relationships with the help of IT, economic, trading and other activities are developing beyond the old temporal and spatial restrictions, and this is creating a regional formation of new dimensions. In this respect, the third industrial revolution that is developing in NEAR is an information revolution in the World Economic System.
