Economic relations between Argentina and Japan are scanty, unstable and insignificant in terms of trade and investment, but there is an exception. Noteworthy in two-country cooperation is the Okita Report of 1986 and 1996. Both reports are the result of good mutual help, marking a climax of the cooperation of Japan for Argentina. The request for detailed overall analysis of the Argentine economy was first made by the Argentine Government. The Okita Report is indeed based on Japanese experiences of rapid economic development but contains something universal that could be applied to other countries including Argentina. It stresses the importance of industrial development and export promotion. The recommendations contained in the Okita Report will survive in the future, because they contain something very valuable for any government. The need for development of manufacturing industries in Argentina remains valid for long time to come. There seems to be no other grand economic design for Argentina. A sustained economic development of the 21^St century requires trade liberalization and foreign direct investment. Without them no economic development would be possible. Some sectors in Argentina have implemented the recommendations of the Okita Report, gainingmore or less good result. The suggestions in the Okita Report aim at long-term, not short-term, results. It is wrong to expect for a solid in-dustrial base to be prepared and established within a short period. The problem is that no custom of long-term economic policy formation exists in Argentina. The year 2006 marked the 20 years anniversary since the first Okita Report of 1986 was made public, and celebrations were held in Buenos Aires. Some economists still recognize the importance of the Reports for future Argentine economic policy. Political situations are now relatively stable. It is high time for the Government try to de-velop manufacturing industries inside Argentina. There is a proverb in Latin America which says, "it is possible to accept suggestions or criticisms when they are ready to overcome them." It is hoped that some serious policy makers will in the future pay attention to the fun-damental guidelines contained in the Okita Report, which will remain so relevant, so valuable and so important for the future of Argentina.
