This paper describes the process and preliminary findings of our research identifying the manner in which values can be transmitted on the basis of Japanese social reality as well as the global trend of values education for children. This research is still undergoing, having been developed over the last two years with a view to continuing for the next three years with a team of four researchers in this University. The importance of values education came up from the outcome of previous research conducted by an international research team formed partially of members in this University in 2003 : having compared behaviors and opinions amongst children and parents in Japan, China and Korea, it appeared that Japanese parents and children tended to show values systems different from others. In searching for the reasons for these differences, it was found that social conditions similar to the Japanese seem to be found in American and European studies. In particular, reports such as 'Hardwired to Connect' (2003, by the Institute for American Values), '40 Developmental Assets' (1999, by the Search Institute), the 'Full-Circle Learning Program' (1992), together with the 'Virtues' (1989) and 'Living Values' (1997) provided extensive information and research data. Educational programs based on some of these studies have been experimented on worldwide in fifty to eighty countries, including America, Canada, Spain, Kenya and recently China. These studies and programs indicated the need of values education for the full development of human-beings from physical, intellectual, psychological and social perspectives. With the analysis of these studies, this study attempted to conduct a small scale survey in Yamaguchi-city of approximately 500 parents in three elementary schools and three junior high schools, in order to uncover how the education of values was handled at home for children 11 and 14 years old. The survey data showed a lack of principles and methods of instilling values in children at home as well as in schools and the community at large. Interest in and expectations regarding the potential of values education by parents was also found to be high. This report concludes that access to practical education programs ought to be provided for parents and other adults so that the socialization of children can be optimized at home, in school and in the immediate local community.
