高齢者福祉における介護系NPOの意義と今後の課題

This paper explores the roles and potentiality of care-providing NPOs in the field of social work for the elderly. First, the history and current position of NPOs generally in Japan are presented through an international comparative survey of these organizations. Second, the impact of the establishment of the NPO Law and the Long-term Care Insurance Law on these care-providing NPOs is viewed in terms of promoting their activities and making their presence felt in the field of social work for the elderly. The benefits of NPOs were evaluated in comparison with private, for profit organizations in regard to their services for the elderly. These are 1) providing good services from the perspective of the concerned parties; 2) participating actively in management; 3) establishing a close network among various service providers; 4) having a strong local orientation. However, NPOs face the following challenges. These are 1) to adapt to the change of organizational structure; 2) to pursue their mission while expanding their financial resources; 3) to acquire management skills; 4) to include baby-boomers as participants in their activities. For the next step of research, a substantial study on the significance of care-providing NPOs under the new Long-term Care Insurance Law should be conducted.
