Nowadays, farmers in Japan, as a whole, seem to have lost their willingness for the agricultural production. In this paper, the discussions are taken on the problems of new agricultural policy-measures which are most important to encourage the farmers for the much more production. The conculusions are as follows ; The Goverment should fundamentaly change her agricultural policy and one of the targets of the changing lies on the self-supplying foods. At the same time, it must be supported by the following two strategies. 1. Enlargement of the scale of farm : The improvement-enterprise of the farm conditions, carried out in the country until now, seems recently to begin to be very effective in getting the promissing large scale farmers ; therefore the Goverment should push the measures strongly to the creative establishment of such farmers. 2. Good educational and consulting systems must be organized as well as standardized to secure their easier acceptance by the farmers.
