The aim of this paper is to explain how the ideas of the national parks in England and Wales, had developed in the 19th century.The Act of the national parks in England and Wales was established in 1947. Since then, further ten national parks were designated. Compared with Japan and the USA, the Act of the national parks in the United Kingdom came into force rather late, however, the ideas of the national parks were believed to have existed from as early as the beginning of the 19th century. The poet Wordsworth claimed that the Lake District should havebeen regarded as 'a sort of national property'to protect the natural beauties. It is believed that his idea was the first demand for the establishment of the national parks.In the 1870s, the landowners enclosed many commons, and rejected the local people access to their commons. To oppose their actions the Commons Preservation Society was founded, and fought to protect the public rights of access to the commons. Through this movement, the early idea of the nationalparks came about. The end of the 19th century,the National Trust was founded to preserve places of historic interest and natural beauty in England and Wales, and to give people the opportunity to appreciate them. The leaders of the National Trust began to think that the idea of establishing the national parks as the National Trust propertywas not the perfect approach to protect the nature. Those early ideas of the national parks would have been developed much clearer in the first half of the 20th century. In my next paper I would like to discuss the above.
