Mt. Fuji had been thought to be one of the candidates for the National Parks since the end of the Meiji Era. In Taisho 5th or 6th the development plans of the Mt. Fuji area were proposed, having the nature conservation as the major importance. This was not a common scene amongst other candidates and it was temporarily suspended.However, in Taisho 10th the selection campaign for the National Parks had began, and four years later the development plans of Mt. Fuji as a National Park for tourism were proposed once again. In Taisho 15th, the development of the north part of Mt. Fuji for tourism, particularly the construction of a railway line between otukiand kamiyosida commenced and the work of railway construction had finally completed in Showa 4th. New roads for motorcar were created. The Fuji Mountain paths were repaired and improved that they had opened their doors to the modernization of climbing and the development of tourism for the area.The development for tourism had started under a difficult circumstance where the National Park Planning Section of the Central Government, The Japan Society for Landscapes and Historic and Natural Monuments, scholars, the citizens and the local residents who all support the protection of nature and conservation of natural beauty of Mt. Fuji opposed strongly to such a plan. Along with Hakone, Mt. Fuji had eventually won the National Park status in Showa 11th after a long battle between the tourism development and the nature conservation. Until then the assumption was that those places were made National Parks purely for tourism but this may explain that it may have been incorrectly interpreted.
