This paper is continued from the serial in this journal, "The Establishment of the National Park System in Japan" and here I will discuss how Hakone National Park was established. Hakone has been a well-developedhot-spring resort since the Edo Era. After the Meiji Restoration of 1868, Hakone had developed rapidly, in line with the future modernization, as an exclusive hot-spring resort. Particularly many foreign residents who lived in the Metropolitan area of Tokyo, powerful financiers, bureaucrats, and politicians favoured it, since it was easily accessible. Hakone was officially acknowledged as a national park in the Showa 11th along with Mount Fuji National Park. The main reasons why a well-developed resort like Hakone had been declared a national park are; firstly, it is relatively close to the Metropolitan area of Tokyo, so that the foreign visitors can easily travel to and from the resort; secondly, the region offers beautiful countryside and hot-springs;and thirdly, there are numerous western-style hotels and inns that can accommodate all types of tourists. This point is in marked contrast to the fact that in many cases, the declaration of National Park status prevented other national parks from developing excessibly.
