According to the decreasing of ODA budgets in the many developed countries, high quality international development and cooperation with concentrating on human security is discussed. Following this kind of tide, some projects which are dealing with development and cooperation through sports is increasing these days as one of the new development policies, especially as a tool for education development. Commonwealth Sports Development Program (CSDP) started some projects which focusing on social development through physical activities in the developing countries since 1991. CSDP regards physical activities and sports as one of the development tools. To verify this, we inquiry YES (Youth Education through Sports) project which held in Zimbabwe. YES project purposed on sex education for youth, especially concerned about AIDS/HIV which used to be taboo in this country. We can evaluate the achievement of YES project through the survey and their own evaluation reports. Although the projects still leaves much rooms for improvement, we can estimate as a new type of education development to break down this stiffening sector. We need to try adapting the method to the other occasion, sector and target group. At the same time, some bad influence by physical activities and sports have to be considered. Moreover we are expected to find more effective methods of development through sports.
