This paper theoretically analyzes the effect of the inverted atmospheric layer near the refractive index gradient zero on the wave propagation by means of the coupled mode theory. As the inverted atmospheric model, a surface-based duct is employed in which a 2n power N profile with respect to the height is located under a standard atmosphere and the lowest layer with a linear profile. In the distance direction, the order n of the 2 n power N profile with the duct height constant is assumed to vary slowly with the distance. The nonuniform atmosphere varying continuously in the distance is replaced by a staircase approximation. The numerical examples are given for the coupling coefficient of the neighboring atmospheres. The spatial distributions of the propagation characteristics are shown in the nonuniform duct made of uniform, nonuniform and uniform sections in the distance direction. It was found that the variation of the received electric field significantly depends on the order n versus distance.
