Propagation of electromagnetic waves in the stratified atomosphere with non-negative gradient of the modified refractive index is considered by using the wave theory. The distribution of the modified refractive index for the middle layer in the atomosphere is approximated by a odd power of the height. The received fields propagated from either a vertical magnetic or electric dipole situated in snch an inhomogeneous atomosphere are expressed as a sum of modes. The complex eigenvalues and eigenfunctions of modes can be calculated from the mode equation derived from the analytic solutions of the wave equation. It is expected from the present analysis that, with the propagation in the inhomogeneous atomosphere of 10-20 m thick with a sufficiently small gradient of the modified refractive index, the field strength for frequencies of 3-10 GHz can be received with a small attenuation rate in proportion to the distance from the transmitter. It is also expected that there is no dependence of the results on both height and polarization.
