The purpose of this paper is to investigate the result of a simulation analysis using inter-regional input-output analysis to desermine the impact of the trade liberalization of dairy products and starch on regional economies in Japan. The results of this study suggest that the policy implications of dairy and starch production are that it is not only important to improve dairy and starch productivity, but also to adjust the dairy and starch industries to the regional industries effected by the trade liberalization. Traditional agricultural policies have put a heavy emphasis on individual farmers' income and production; however, dairy policies that emphasize processing and distribution are more important, considering their backward linkage effect on agribusiness policies.
