• The policy issue of Japanese small and mid-sized companies has been mainly recognized as a matter of organizing. In a survey of these companies, around 50 % of them are organized, however it is not to be denied that the quality of the organization is low level. While studying this subject, we ran two problems. The first was the prevalense of abstract terms with loose definitions, including the word organization itself. The second problem was a contradiction between a cooperative association and a trade association. The aim of this paper in this short syudy is to make definetly the fact above, in addition, to extend the consideration into the idea of using the significant concepts : information as a resorce and a co-ownership. The following result is shown that it remains to be seen how well each cooperatives or groups of small and mid-sized campanies will overcome the contradiction in implementing innovation of the organization.
