The purpose of this paper is to propound an argument of the development of "venture business" in Japan. Recently manufacturing firms in Japan don't put only their efforts into applied research and developping products, but also put their efforts into the development of new products or technology. In addition many firms in Japan attempt to collaboration in that development. The strategy implementation in order to gain success by this way is the process of ensuring that strategy is embodied in all that firms put great effort into the innovation. Also the object of implementation is to create fits between strategic objectives and strategic use of network systems.
