The Japanese economy is now standing at a turning point. The situation that confronts Japanese small business (retailer and wholesaler) is quite severe. How will they cope? The organizing of retailers and wholesalers is one of the effective policies. Actually the types of cooperative systems are various. For example, retailer cooperatives, voluntary chains, shopping street, physical distribution base, and so forth. These are organized in order to get the countervailing power against the large enterprises. But it is necessary for the cooperative systems to realize the significance of the existence for the distribution industry. In recent years, information technology (IT) and the strategic use of IT on various facets of distribution have been subject to considerable speculation. From this viewpoint one may say that this subject has thus far focused on informational effort through reconfiguration of systems which could provide sources of competitive advantage in the distribution channel.
