• The interconnection of networks and especially those with overlapping missions increases the overall value of the individual networks. SCS and PEACESAT provide public service telecommunication for education, research, and government institutions in Japan and the Pacific Islands respectively. SCS and PEACESAT have distinct technical characteristics; the SCS provides video teleconferencing at 1.544 Mbps, while the PEACESAT network applies narrowband communication with rates averaging at 128Kbps. This paper provides an overview of the integration of these international networks and reviews the technical configurations; applications; issues of combining various protocols and standards of quality in consideration of cost effectiveness and end-user needs.
