This paper presents a variable ordinal structure model for fuzzy reasoning. The model coincides well with human image of fuzzy inference rules in the case where a system has multi-inputs and multi-outputs. Thus the model is easier in constructing/modifying fuzzy inference rules than the conventional fuzzy reasoning methods. The model is applied to problems to decide priorities of assembling products of a group in a factory. To decide the priorities, one has to consider such many factors as delivery dates of the products, number of unavailable parts, working hours necessary for assembling the products, etc.. Only experts of the production management have been able to fulfill the complex task. The fuzzy reasoning with the new model is effective to decide the priorities of the products in place of human beings. Experiments were done to verify the proposed new method.
