The symmetry properties of the linear dielectric function for an inhomogeneous magnetizedplasma are studied. In the local mode approximation applied to electrostatic or electromagneticwaves, the dielectric tensor lacks both Hermitiarm symmetry and symmetry of the Onsager re-lations. The lack of the symmetry properties arises because Fourier decomposition into planewaves is not valid for an inhornogeneous medium. The modified local mode approximation cornpletely recovers the syunmetry properties for electromagnetic waves. The necessity of intensivestudy based on modified local rnode analysis of the stability of a weakly inhomogeneous plasmais stressed.
